You will probably think that these papers which are concerned with the efforts of a Mrs. Scott to obtain certain supplies (texti les and electrical equipment) from U.N.R.R.A. for Hong Kong, should be registered on one of your files. U.N.R.R.A.I think, is apparently prepared to consider a request for assistance to Hong Kong, to the extent of Dollars 1 million, if an application is made by H.M.G.

Nearly a week ago I was shewn some telegrams from Hong Kong on this subject, and have been waiting to ∞onne ct them with this file before sending it on to you. They have not reached me, however, and may perhaps have gone to you direct. I pass this file through Eastern Registry for confirmati on.

This question of supplies from U.N.R.R.A.. hardly seems a matter for individual supply sections, as the question of availability and of methods of procurement does not apparently arise; it is rather a case of the lack of payment.

There were papers of the late Far Eastern Economic Dept. concerned with U.N.R.R.A. supplies and on which I dealt with a customs export duty question. Registry can no doubt turn these papers up. I don't know however, who in Supplies Dept., if anybody, should deal with this question. It seems to me primarily a matter of general

policy as to whether Hong Kong ought to be a beneficiary of U.N.R.R.A supplies.
